Number 3 and 4 on front of the PC are flashing and
I have a Dell Dimension E521 about 5 years old. Number 3 and 4 on front of the PC are flashing and there is no signal getting through to the monitor. Is this a mother board failure?

Does the monitor go out completely, no power? Or just lose a signal? Check ALL cables, AC and Monitor cables. Could be a Graphics adapter issue or Monitor , try another monitor.Your computer has a few miles on it , right? You could buy a PCI Graphics card if the monitor is OK.
I would simply recommend having the board replaced or upgraded as its not wise to have soldered connections flying around. The only problem is that the system being that old is not going to be an easy one to source a motherboard for.
