This error means that the waste ink pads have filled up to the point where the printer believes the ink will overflow and leak or cause damage to the printer.
To give you a quick primer... Every time you run a cleaning routine or printer borderless photos the printer will dump a small amount of ink into a set of highly absorbent pads that live in the base of the printer.
These pads can only accept so much ink before they become full but experience has shown that you could reset the EEPROM waste counter if you locate the appropriate codes for your printer.
I'd recommend asking on nifty-stuff.com in the forums and see if someone can provide the information and code you need.
Hope that helps.

SOURCE: Waste ink absorber full - contact service center for replacement
STEP 1:
- Disconnect printer from AC power
STEP 2:
- Press and HOLD the POWER button, and
connect printer to AC power
This simple power off procedure worked on my IP1500!
Cleaning the absorber was also easy. Power up with the cover open until the head moves to the left side then disconnect the power cord so the head is now positioned away from the pads.
The two pads can be lifted up easily with a pair of sharp tweezers then rinsed in running water. They will become white again and can be blotted with paper napkins then air dried in a warm location (I used an industrial oven set to 40°C). The wells in the rubber holder can be cleaned with cotton swabs before returning the two pads (left side first, then press down the right side).

It says to contact service center for replacement of waste ink absorber. What service center? I couldn't find a phone number or address anywhere in the manual. If waste ink absorber must be replaced, I have no idea where to find the replacement.
