It could be either the dc power jack where the ac adapter plugs in or the ac adapter itself.
a local computer shop can test the adapter and the computer.
This sounds like a voltage regulator problem. You should have it serviced. If it is under warrenty contact dell, and if not any major computer shop should be able to assist you. Sometimes they can get the replacement parts and service this in store, but more often they will ship it out to have it serviced if it is at all possible. This is not a problem you can solve yourself without a significant amount of know how in laptop repairs. Please rate this solution below, as to how nobody has yet to do so for any of my solutions.
