I have a Eureka 'The Boss Smart Vac'. The beater bar turns when there's no load on it, however when it's on the carpet it stops turning. The motor shaft turns however there's not enough friction between the belt and the motor pully to turn the beater bar. Is the belt simply stretched-out and needing to be replaced? Any solution?

Yes, you need to replace the belt. You should actually change this belt every year. Here is a link to the belt you need and the manual which has instructions:

There are many different models of Boss Smart vac so I can't say for sure without your model number but it most likely does not have a reset button. It may have a reset switch built into the motor.
Check to see that the beater brush is not frozen up. Pull the brush and clean it, spraying some WD40 on each end piece that holds the brush in place.
Also be sure the belt is properly installed so that the brush turns in the correct direction.
If the brush is not turning or not turning in the correct direction, it will not beat the dirt from the carpet so that it can be picked up by the vacuum's suction.
Most probably a clog in the neck. This is where the power head connects to the body of the machine.
Remove the base plate (screws in). Take a look at the back of the head behind the beater bar. There is likely something blocked in the neck of the unit. Clear it out and you will likely me OK.
While it is open take the time to remove anything wrapped around the beater bar.
Either go directly to the Eureka internet site, or GOOGLE "eureka boss smart pet lover manual". Several options should be displayed to download the needed manual.
I am assuming you are referring to the beater bar belt. You will either find a release lever on each side or a small screw and bar restraining the bearing that holds the bar in place. Removing whichever of these you find will allow you to install the new belt. Clean up the dirt accumulation on the bearings while it is apart.
YOU MAY HAVE A POSSIBLE BAD BELT OR THE MOTOR THAT RUNS THE BAR MAY BE BAD, THE OTHER POSSIBILITY IS THE SWITCH THAT TURNS ON THE BAR MAY BE BAD. OR A WIRE COULD HAVE COME OFF THE MOTOR. i THINK YOU DO KNOW THAT THE BEATER BAR DOES NOT RUN WHEN ON WOOD FLOORS.
It is a simple fix that you need. Your belt needs to be replaced. After a period of time, the belt stretches to the point where it is still strong enough to spin the brush when you have the machine upside down to look at it, but when you put the machine down on the carpet the belt is too weak to turn the brush against the resistance of the carpet.
Most Eureka belt changes are simple to do and the belts are inexpensive.
