The set is in shut down mode due to a fault detected in power supply/vertical or horizontal deflection circuits.
The common problems with this model that will cause the symptom you describe are bad power supply capacitors, bad flyback, bad HV cap in horizontal output circuit and cold solders especially under flyback area.
These are only the most common problems and it could be any number of other faults.
If you have electronic (TV) repair experience check the items mentioned, otherwise it's best to seek a qualified RCA tech for an estimate/service call.

My D52w23 makes noise and wont turn on keeps trying several times

Does it sound like a sharp short squeal, or a soft wispy whine that coincides with the blinking power light 3 times then stops when the power light each time? If so respond to this same post and I will assist you with the issue.

RCA HDTV

This set has problems with the ribbon that come from front panel back to ssb. Make sure it's on tight, pull off and reconnect. This will be the first thing to try. For more info ctechnicians.com
