When i turn on tv, i get a picture for a second or two, then it fades to all blue screen, which lasts a second or two, then it fades to black. also, the stand-by red light flashes.

Your tube is failing.

The fix for this is here somewhere, as I had the same problem last January and the solution was posted here in March last year. I'll try to find it and post the link to it for you, later.

blue crt shorting use crt restorer to lift short or replace picture tube /crt

its the color wheel.

i had the same problem with my last tv...turns out the solder joints on the board for the scart connector had become loose

this problem is due to blue video circuit. 1 Please check supply to blue video ckt. 2 check crt base for loose. 3 check loose contact & parts related to blue cathode. 4 blue signal coming from processor to blue video. 5 processor it self. 6 at last if tv is very old than check crt also.(possibility is rear) hope this will help.

does it have blue video image?

Hi mcloud Your problem is your video circuit.the component could be faulty or it has lose solder.have a tech look on your set for repairs.good luck.
