Most common cause is low on charge due to a leak. most likely at the AC compressor front shaft seal.

AC DISCHARGE SIDE HIGH PRESSURE SIDE IS LEADING FROM AC COMPRESSOR REFRIGERANT LINE TO CONDENSOR THE HIGH PRESSURE SIDE PORT ON REFRIGERANT LINE ON THE CONDENSOR.

The compressor will only get power if the system has the correct amount of refrigerant. There are high and low pressure switches that control that. If you have not had the AC evacuated and recharged, start with that. Or your mechanic could use a "sniffer" to find any leaks first.

a full service of the system should fix the problem, and replacement of the evaporator \ dryer should be done.

STARTER & ALTERNATOR REPLACEMENT PROCEDURES FOR 1998 Volvo S70 AUTOMOBILES

Alternator, Replace -> With Air Conditioning -> Without Air Conditioning
Vehicle: 1998 Volvo S70 2.3 L5 GAS

With Air Conditioning

• Disconnect battery ground cable at battery.
• Detach pipe from control module box.
• Remove auxiliaries belt.
• Remove power steering pump and place it on top of engine.
• Remove upper bolt.
• Remove bolts common to alternator and compressor; lower bolts on alternator and upper bolts on compressor.
• Raise and support vehicle.
• Loosen lower bolts for compressor (so that there is some clearance).
• Remove air baffle.
• Lower vehicle.
• Disconnect warning lamp positive lead and connector from alternator.
• Pull alternator upwards/away.
• Remove alternator from vehicle.
• Reverse proc...

Sounds like a bad ac compressor

Hi! Volvo have some problems with compressor you must put in new distans chims so you get right distans between beltwheel and compressor.
Go to an AC work shop.
They could help you.
We have this problem on our S70.

yes it uses r134 a port located on left side top of car front view by the window washer fluid plug is blck unscrew plug add r134a while car is on and ac is on

Do you have a Chilton or Hayes manuel on the vehicle they will guide you in th removal and install of the heater core unit, Every one i have changed out has been under the dash and difficult to do.Go to a radiator repair shpo they should be able to help out with a new one or a rebuilt unit .
