I think you only have the card? Or perhaps you still have the camera, but lost the cables and the CD that came with the camera. It must be like 12 or 13 years of age now.
I discovered that my card readers do not have any slot to put in a Smart Media disk.
If you still have the cable and CD that came with the camera, you can get the pictures off the card by connecting the camera to the PC.
If nothing works, if you can't buy a card reader, and there are important pictures on the card, take it to a photo shop. My guess the still have card readers for all existing cards. They can print the photos but also can put them on CD for you. With only 4 Mbyte on the card, the CD will look like empty, but you have your pictures electronically.
