Hello, sounds like bad hard drive. here is what you can try, go in to BIOS and reset it factory default save and exit, let the system start again go back in BIOS and check to see if you see your hard drive there, also this time disable Boot from Network option. seeif your system actually starts up... or you get "no operating system found", if you saw the HDD in BIOS and get no operating system found, you can try reinstalling windows.
if you still media test failure and it loops, you need a new hard drive.

PXE-E61: Media Test Failure
Issue:

My computer gets this message when I try to boot it:

PXE-E61: Media test failure, check cable
PXE-M0F: Exiting Intel PXE ROM.

Solution:

Your computer is set to boot from the network (PXE = Netboot).
Go to your BIOS and make sure you boot from your hard drive.

Remarks:

Shouldn't be enabled by default

The system is not finding any bootable media (Hard Drive) and is attempting to boot via the network card (PXE Boot) the error message is saying that there is not PXE network to boot from and it is exiting the process.
Generally, this is caused by a hard Drive failure. Reseat the drive and or drive connections and see if the system will find the hard drive.

sounds like a driver issue try to go to toshiba's website and download the latest drivers for the NIC card.

Hello.

That error message usually refers to a hard disk failure. Your hard disk cable could be loose or faulty. Or, your hard drive would need to be replaced.

I'd suggest to check the cable and run your system's hardware diagnostics (often F2 or F12) when your system boots.

This is a common problem but there may be more than one fix

The easiest is to go to your bios and set the boot device order.

It is quite conceivable that it is set to try and boot from network first

You should select HARD DRIVE or CD DRIVE as you first option and then reverse that order for your second boot device

check connections of hard drive. 2nd check boot order in Bios, remove Lan or network boot from top order. 3rd choice if not solved reset bios by removing cmos battery and putting back in to clear it.
