Have you checked all belts and belt tensioners? If so, you will have to tip unit up and take bottom plate off of unit. The drive system consists of a rubber lined wheel that makes contact with a friction plate once handle is depressed for drive. As you change gears you can see rubber drive wheel changes position in relation to friction disc to change speed. If belts are good, I would look in this area for problem. These rubber lined dive wheels do wear out and are replaceable. Also, on some models you can adjust further. Hope this helped. Happy wrenching!

Could be dirt in the carb. If this engine has a fuel cup on the bottom of the carb take it off and clean it out and clean the fuel jet. It is the little screw that has a little hole through it. If this has any dirt in it the engine will not run. A lot of engines I get in this is a quick fix as most people do not run the old fuel out before they store it for the summer. Check the spark plug as well and see if there is wet gas after trying to start. Maybe your choke is not working.
