Not unusual for RCA TV's to have problems. When I was in business (repair tech now retired) I would get many with bad solder joints, bad solder, which in many cases burnt parts before their time. Have a tech check it out.
Ours had a problem like that. The digibox and the dvd player (anything plugged in with a SCART lead) only played in black and white but the tv menu screen was in colour.
Also anything plugged in with those three little thingies, the red/yellow/white thingies, played in colour so we just bought a converter between SCART and the three thingies.
Sorry for how useless this was, I'm not great with all the technical language. Hope it helped in some way.
The set is in shut down mode due to a fault detected in power supply/vertical or horizontal deflection circuits.
The common problems with this model that will cause the symptom you describe are bad power supply capacitors, bad flyback, bad HV cap in horizontal output circuit and cold solders especially under flyback area.
These are only the most common problems and it could be any number of other faults.
If you have electronic (TV) repair experience check the items mentioned, otherwise it's best to seek a qualified RCA tech for an estimate/service call.

From your description you probably have a horizontal sweep circuit problem. Unfortunately, the days of
taking off the back cover of your TV and replacing a defective tube or
fuse are long gone. Proper servicing will require troubleshooting
procedures that can only be performed by a qualified electronic repair
facility or professional television repair person. Ask for an estimate
and a realistic appraisal of whether the set can be adequately fixed.
Depending on the age and condition of your TV it may not be cost
effective to repair.
Hello hack9,
This problem is due to the possible malfunction of the convergence amplifiers, or the yoke transformers on the CRTs. Now this trouble is repairable, however it should only be attempted by a person knowing the interworkings of a TV receiver. I would suggest that you have a qualified TV Repair Technician repair this set due to the possible dangers caused by the high voltages and currents present.
I hope this helps,
Thank you,

Hi ,disconnect the cable and leave the three RCA cables in.Switch off TV and DVD player ,then switch on tv and dvd player next .If you see the dvd picture and have sound then i think the cable box is overriding the rca channel.I normaly use a scart connection for the dvd to cable box then another scart from cable to tv.Hope this helps..
Take in into a TV repair shop. DO NOT ATTEMPT to repair it yourself, TV tubes have a massive amount of electricity and could be fatal to a untrained person.
The fault is most likely in the sync amp section, or in the video detector section, or the area where the sync extraction is done. It is very common that some of the electrolytic capacitors in the mentioned areas become worn down with age.
An experienced TV service tech should be able to troubleshoot the sync areas, locate the faults, and replace the defective parts.
