there is no issue with hardware, the thing one of your program is running continuously, that's why u r note book is not rebooting.

Just go to run and tpye command as "msconfig" here you can find the startup, disable all program with are running in startup and kiill all services with are not related to windows os by, service tab in this windows, here you need to click on hide Microsoft service to avoid to stop Microsoft services.

after that your Dell inspiron 1100 note book not rebooted, you need to do reinstall the operating system and install all new drivers. you can download drivers from dell.com or any third party websites, for more info

sound like you have corrupted the operatint system u have to redo the hard drive reinstall windows this will help

when you start it , do you have it running on the power supply or battery? Or, does it not matter?
