No, it's truly dead. Nothing you can do, the fault is in the lcd panel itself.

Anything can be repaired if you have the money and are willing to spend it. However it would be better to get a quote and weigh up the pros and cons of replacing it cheaper than the repair A new monitor wilol also have 3 years warranty ( Samsung)

Which components need to be replaced when horizontal lines appear?

What horizontal lines do you mean? I can think of several.

- You could have a line of dead pixels on your monitor, this would probably be caused by wear and tear of the monitor, or because it has been handled the wrong way.

- You could be experiencing 'screen tearing'. This is caused by your videocard struggling for a moment.

- If you're running an older, analog monitor, it could be because the cable you're using is getting older and needs to be replaced.

Horizontal lines are appearing and moving acrosss the screen of my View Sonic E50C Monitor...

What is wrong with your monitor is that the Horizontal section is going faulty, the lines you are seeing are the Horizontal Retrace lines, usually invisable in a working unit. It is often a faulty capacitor(s) OR a Diode breaking down.. in the area of the Flyback Transformer. Probably time for a new one unless ya can fix it yaself.

Lines across screen

The screen you have is almost certainly on the way out. This type of fault is in the Horizontal Flyback section of the Monitor. Usually components fault or age and change value, these lines are normally "Turned Off" so ya can't see them, that "Turn Off" circuitry is going faulty.. it will only get worse. I suggest a new, or 2nd hand monitor as they are so cheap these days fixing CRT monitors can be cost prohibitive.

A thin horizontal line across the screen

I know I have seen thin lines in the past on older CRT monitors, these are usually wires which support the aperture grill. LCD is just a panel so this must be something different. What color is the line? It is probably an error in the scanning process.
