That means that you need to replace the pump belt. Her is the belt you need and the manual:

You will need adobe on your PC/MAC to open this.

There is a filter screen under the plastic cover below the brush indicator. If it is dirty clean it. The solution pump works off of vacuum. If this screen is dirty then the pump does not work correctly. Funny, the manual says nothing about this, only that the plugged screen can affect brush operation. I had the same problem with my solution and as soon as I cleaned the screen ......vola, the solution dispenses great again!

I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure. Rainbow E Series Canister Wet/Dry Vacuum. The best way to get a Rainbow E Series owner’s manual is to contact the Rainbow website and or factory and give them the model and serial # for the item and you may be able to download the manual from the website or the might have to mail it out to your home USPS.
