Battery will not charge.
Computer companies like to sell you expensive batteries. You must always remove your battery while you are plugged in, or you will greatly reduce its lifetime of about 300 or so full charges. Also, to break a new battery in properly, charge it for at least 15 hours, then let it completely drain and recharge 3 times.
Now, however, it sounds like your computer's charging settings are messed up. Go to device manager, open batteries, open microsoft AC adapter, see if it says that it is working properly. perhaps it somehow got turned off, or the files are corrupted. if all ok, open the microsoft ACPI-compliant control method battery--if that is what is in your laptop--otherwise check whatever else you have. If nothing appears wrong, update or replace the drivers from Toshiba's website. let me know how it goes.
