Unlocking any SIM based Motorola phone requires an unlock code. You can get an unlock code by calling up your phone carrier, or learn more about it here. Once you have your unlock code, you can power up your Motorola phone with an unaccepted sim card in. It will then request your unlock code, which you enter. Good luck!
When you place a new or a existing SIM card from another phone provider into your mobile phone and it asks for a Security code then :-
This phone is locked to the original mobile phone provider. You need to contact this mobile provider to ask for the unlock code (security code) for this phone. You need to provide proof of ownership etc and the phone's unique IMEI number which is located inside the phone under the battery. They use this number to generate the unlock code for your phone.
They should provide you with instructions on how to enter this code into the phone.
Once you unlock the phone, then you can insert a new SIM card in this phone or sign up with another phone provider using this phone.
You could ring the phone provider and ask for the unlock security code because you are going overseas and wish to use your phone with a prepaid SIM card from another country.
The other way to get your phone unlock is to use a phone unlocking company on the Internet, they usually charge a couple of Dollars for their services. Use Google and search for "Security unlocking code”.

I just had mine unlocked. You have to call your service provider eg: cingular, tmobile etc... Tell them you are traveling out of the country and you want to be able to use prepaid sims over there. They will ask you where you are going and to punch in a code to get the serial number of the phone. Then within 7 days they will email you with the subject "AH Subsidy Unlock". Put in a different SIM card. It will request a subsidy code, punch in the code they send. DONE! Phone is unlocked for any network.
SOURCE: no. i need to unlock my motorola razor v3 for
My friend gave me a razor to unlock last night that he just bought from a long time user on Cingular network. Since I unlocked without trouble I thought I would help someone out. Basically you need to flash one software into your phone, then you need to run another program and unlock it. Here is how I did it. Download and install EMULE, a free program. Run EMULE and select edonkey network only and forget KAD network during setup. Don't upload with emule in chunks as I believe it takes more processing power from the PC. Now run EMULE and click Connect. After it connects search for a program called P2K.EASY.TOOL. It will be around 6.2MB file. Extract all the files and look for a file called P2K_Easy_Tool_v39 and extract this also. Next, you need to get the program called RSD Lite 3.0. Again get this file by searching emule for this and downloading. Then install the program by double clicking on .msi or right click and click install. Now get the program Motorola_Unlocker_2005.zip. This can be found quicker at themotoguide.com/unlocking.php. This file may not be necessary or this step! CHARGE the phone to full charge. I forgot two more file are needed! You'll need to USB drivers for the phone. The ones I used were v3_drivers.exe (search yahoo) and always click continue anyways. Finally, you will need bl_826-828_to_07d0_ for_V3_by_Archy.V2.shx (no space between 07d0_for_) and this file can be gotten at themotoguide.com/unlocking.php. If you attempt to communicate with the phone it may want to install drivers and you may have to do the operation again. When installing drivers, just specify the folder where you extracted USB drivers. Now lets get started. Plug the phone into USB cable and turn on. Run the program called RSD Lite 3.0 and then it should say connected and show your phones IMEI #. If not, you could restart phone, but press # and * with one hand then start up. Now it should say in RSD LIte 3.0 something different. You can leave it like that or restart phone and then you should definitely see IMEI #. Now click on FILE in RSD Lite 3.0 and search for the file bl_826-828_to_07d0_for_V3_by_Archy.V2.sh… and click OK. Now lets downgrade the bootloader, click START. Wait tell it is done and finished at 100%. Don't even mess with the computer during this time or any cables. Turn phone off and hold down * and # on phone again and turn phone on into Flash mode again. It should say 07d0 now or be a blank screen, which is fine. Now run the program Motorola_Unlocker_2005, click send to phone. It will do something and your phone will reboot. If it is unlocked then you are done. If it didn't work as mine didn't with this step then turn phone off for third time. Again boot up in flash mode by holding down both * and # and turn on with other hand. It will be in flash mode with black screen. Now run the program called P2K_Easy_Tool_v39.exe and there is one other file in this folder called winscard.dll. Click on LOCKS and then select your phone model. Now select Unlock SP. Click on DO SELECTED JOBS. It should show the status above and will do some work, then reboot phone do some more work and power off, I remember. That is it turn it on and you are done. Lets sum this up on what is needed. EMULE, P2K.EASY.TOOL, RSD Lite 3.0, Motorola_Unlocker_2005.zip, bl_826-828_to_07d0_ for_V3_by_Archy.V2.shx. You could probably skip the Motorola_Unlocker_2005.zip step. If for some reason you destroy your phone! You have a 80% chance of recovering it by going to www.themotoguide.com/downloadfirmware.ph… and getting one of these three files, extracting it. Then flash it into your phone with RSD LITE 3.0. Do not do any of these steps if it is illegal in your country or you don't deserve to use your phone yet or buy talk time from a network!!
