Try installing the latest LAN driver first.
You can download the device drivers from Dell WEB site, the support download page. Make sure you select your model desktop or laptop, better still, type in the Service Tag number, it is printed on the label on thebottom of the laptop and on the back or sides of a desktop. (If the Service Taglabel is missing then go into the BIOS setting and on one of the BIOS pages, the Service Tag number will be displayed). This will open the page where thespecific drivers for your model computer are located. Also make sure you selectthe Windows of the drivers for your Windows operating system. Click on thislink to download the drivers: -
http://support.dell.com/support/downloads/index.aspx?c=us&l=en&s=gen If the LAN card is faulty then the built-in LAN card cannot be replaced, BUT you can purchase a PCMCIA LAN card and insert it into the PCMCIA slot to replace the faulty built-in LAN card.
If the internal modem is functional and the driver is installed, then that should be all you need for a dial up connection. If the modem is listed in device manager without a Yellow Exclamation Point then the driver is likely loaded properly. if it does have an exclamation point, then you may need to load the driver. There were 3 different modem models shipped with that system.

If installing drivers doesn't resolve, then a PCMCIA modem is a inexpensive option
Not sure I understand you what you mean. Let me recap: 1)Your LAN adaptor was working before you reloaded Windows XP Pro. 2)Now it’s not showing up in “Device Manager”. If this is the case, there must be some software driver missing. Make sure there are no other devices that have an error. Double check Dell’s website at www.support.dell.com and select "I'm looking for drivers and downloads". If you don't have the proper version of Adobe you will be prompted to install it. Once installed return to "drivers and downloads" and enter the "service tag", (serial number) of the laptop. Dell keeps a listing of drivers for every customer's computer they sell. Your responses are intended to improve the level of service provided. Please show your appreciation by rating your experience. Thank You.
check in device manager via control panel, then click classic view; that the pcmcia card bus controller is present in the list and install the card reader driver if one was supplied, if not then there is no need for a driver and it must be a fault with the pcmcia driver.
