Hi there,
I've been repairing TV's for over 15 years and I would say either a bad Tcon's or main board issue. Theirs no need to replace capacitors these days, you can get the main board from $40-60.
Have you tried using different devices on the unit? If your getting a snowy picture on a satellite receiver, check with your provider for troubleshooting guide their unit. Or let me know the provider and I can lead in you right direction.

I had an E61.00 error on my Sony DSC-t7 camera. I tried the bumping on hard surface . I bumped it bottom edge down at the lens end about five times with increasing hardness of bump and then turning off and on again after each try. After about five times E: 61.00 error had gone. I can hardly believe it.
It really did work.

I had the same issue on my DSC-T10 with E:61:10 and I tried this using a handle of a screw driver cycle on off about 6 times and the error went away.
