1. Run GPedit.msc to start Local Group Policy Editor.
2. Expand the tree to go to User Configuration -> Administrative Templates -> Start Menu and Taskbar.
3. Change set the state value to Disable or Not Configured for the following group policy to enable showing or displaying of the icon in the notification area.
Power (battery) Icon: Remove the battery meter
4. Close the Local Group Policy Editor.
5. Restart Explorer, Log off and log on again, or restart computer to make the change effective.

Reboot your computer and press F2 at boot to enter the bios, follow the on screen prompts to get to battery status or info and it should tell you your battery health and battery bar if it is charging. If that is good then it is not hardware. Then would appear to be a software problem, let me know and we can try again.
What do you mean by "on A/C power throughout?" The Power Meter should indicate when you are on AC, when you are on battery, and what the total battery power remaining is. Does it do that? Also, you should see either a linear bar showing percentage of charge, or if the "Show details for each battery" box is checked, an icon for each battery with the percent of charge for each battery. Do you have that?
