Did you buy an OEM or COMPATIBLE ribbon? If you bought a compatible, please make sure you have bought the correct design for your typewriter. Some compatible ribbons come with a lug that prevents them from sitting correctly.

I note that you posted this problem over a month ago. If you haven't solved the problem by now, i would advise you to contact www.inkribbonpaper.co.uk. I have used them a number of times with great success for our smith corona, brother and royal typewriters

Smith corona 4500 pwp pluse install correction tape
There were two types of correction tape used on these machines. I believe your's uses the two spools. Before you do anything, look at the old ones on your machine and follow along with how it was installed. The full one will go on the left, and the empty on the right. It will feed through a couple of metal prongs I believe. There then is usually a red lever under the spool on the left. click it several times and it will tighten it. (especially true of the cartridge type).

Smith Corona 3L (old one)
Not sure what the 3L is, some of the machines had preset tabs( every 10 or 12 spaces) if it uses a fabric ribbon on two spools it does not have a ccorrection system othe than using a black and white ribbon the white part is to cover up the mistake.
