Unable to boot from cd or floppy, goes right to os(XP), bios Is In french and I cannot find boot order. How can I change bios language from french to english?

ds not meter what os you have just give the order that you need ,and the thing is that the default order must be floppy,cd-rom ,hdd and after all the other things(at any modern desktop pc )
You would need about 1000 floppies to store Windows XP. You need to go into the BIOS and select the primary boot drive to optical(cd). Then restart with the windows disc in the CD drive. Floppies haven't been needed to install the OS since Windows 98.
The BIOS is probably configured to look for a bootable operating system on the hard drive before it looks at the CD drive. When you first turn on the computer, you have to hit a particular key to enter the BIOS setup (I don't know what it is for your model, but for most of the Japanese models I've seen it's the delete key. The startup splash screen should tell you what key it is. You have to hit the key before the splash screen goes away, otherwise it's already booting up from the hard drive. Once you get into the BIOS, you can select the boot option page and move the CD drive up above the hard drive in boot priority. If the OS is in the Japanese language, the BIOS text may also be in Japanese. You can probably download an English-language BIOS firmware update to change that.
I assume you're saying that the pc is not booting from the DVD/CD? If that's the case, you
need to go to the BIOS setup, where you need to change the device boot order. It's now
probably set to start running from the hard drive, reason why your DVD/CD is not booting.
To go to the BIOS setup, press the F2 or delete, or whatever key the first POST messages
instruct you to use to go into SETUP mode. Different BIOS manufacturers use different
keys, so you have to be quick and interrupt the boot process using the correct key. If you
fail to determine what key it is, reboot once again, until you see/read what key does the
job.
Next, once you're into the setup screens, look for one set of options called Boot Options
or Boot Order. Read the instructions to learn what keys to use to change the values.
Ensure that the first device accessed is the CD/DVD drive, then whatever else next, etc.
Once that's done, save your settings following the prompts, load your DVD/CD and reboot
again.
That should read the disc and start the installation.

The exact problem is not actually a problem.Just get in to BIOS.
As it is a new system, even if you get to boot from HDD it would say insert proper boot device and press enter or your floppy drive is in first boot.Check you boot settings.
Change the boot order as below.
1st boot device:CD drive
2nd boot device:Hard drive
3rd boot device: anything you want
Now save and exit(F10 then Enter)
Now your PC will reboot.
Drop in the OS CD (Xp , LINUX or whatever)
Install the OS .Now you are ready to use your PC.
If possible try changing your cd rom or dvd rom for cd use check it is recognised in bios and change bios to boot from it,if you still get the black screen with flashing cursor ,could be os is missing due to hdd failure
