Have you try troubleshoot with working monitor, display card or your matherboard and processor,
Usually no display problem occur becouse of one hardware between monitor, ram, motherboard, displaycard and can be your processor problems.
You can try troubleshooting one by one of your computer hardware to get problem occur
E-Machine tech support are the same as Gateway Support. their answer to to reload always. sounds like a trouble video card or Monitor. try plugging in a different monitor and see if you have the same result. Make sure to check the pins on the video cable to verify none are bent. if you get the same results. you have a bad video in the computer. If it is, I believe that the video is actually integrated into the mother board, you can purchase a new video card and plug it in, that will automatically disable the onboard video.
mother board have a problem,if warranty is still now u sent mother board service center,my friend is same problem,he send mother board and now it is ok.
CVI error is a visual interface error, most likely a graphics card built onto the syetm board. However the motherboards are no longer available but there are a number of ways to upgrade this pc if all else in in good order.Contact for further support
- if it has an incorporated video card, first connect the display to that video output !
- does it make any sounds ?!
- is everything pluged in propperly ?!
- remove the motherboard from the case, and than make all connections in such a way that it does not touch the case - mayby u have a faulty power suplly and shorts the motherboard ...

The above processors are supported on your board, i think you may have bought the bottom one, although check the model number as the HT means hypertheading, which is AMD version of the Intel Core Duo, which means the processor can manage two or more processor stressing programmes at once, but you should always purchase a suitable heatsink and fan to cool the processor.
As regards the onboard graphics, there will be a setting in the bios (to get to it,F2 or Del on boot up) which will be in the advanced cmos settings menu or similair and look for words to the effect 'primary graphics controller' and set this at either pci or agp depending on your model graphics card.
Save settings and exit the bios for a re boot.
Remove and refit memory sticks, as you mention no beeps, so the memory may need re seating.
From there it could be a processor or bios fault not starting up thr first 64KB of memory to boot windows
