If it is the proper belt and it is tight, the roller does not spin freely. Probably because of a build up of string or pet hair on both ends of the roller itself, (Most roller belts are very tight and must be stretched to get them onto the shaft that turns,)

remove bottom plate and pull brush roll out. buy a replacement belt and follow procedure to put back on. sounds like you have a clogged hose also.

1) you need a little tight the belt, with the bolts of motor.
2) you must shure if the belt if NOT large or short( in both cases the rollers will NOT run. can be slip. or too TIGHT. and BRAKE the motor.
3) the motor you must test for brush, switch, or open winding.
4) put a little lube in the extreme of shaft rollers,see by turning at hand if they run of course unplugged the power cord.

There are a number of reasons why your brush roller has stopped moving. General maintenance to your vacuum is crucial and will help it work at peak performance.

First things first lets focus on the brush roller. Unplug the vacuum and turn it on its side. Look for any noticeable clumps of debris or hair strands that may be caught in the brush roller. Remove these obstructions, probably best to do so with a scissor if it's hair or long pieces of carpet fibers. After removing the debris try manually rotating the brush roller to uncover other hidden clogs. Another thing to take note of is the condition of the bristles on the roll itself. Are they loose or worn down? These are signs that your brush roller is in need of replacing.

While checking out your brush roll you might as well take a look at your vacuums belt. Your belt should be replaced about every three months. After regular usage, the belt will stretch out, lessening the tension on the brush roller. Lesser tension diminishes the brush roller's turn rate and speed. If the belt feels loose then it certainly is affecting your vacuums suction as well as your brush roll not moving at all.

better to replace both belts the smaller one is stretched out thats whyits slipping ,be sure to clean the old rubber off the motor shaft before replacing the belts.it will cause the new belts to run unevevly and go bad before their time

it migh be the belt.check your belt or it is the brushroll is stuck.(from to much hair ect.)

Lay the machine on the floor with the front side down. Undo the 3 large plastic screws with a coin of some sort, then remove bottom panel. On the back of carrage where the roller bar sits their should be a clear plastic tube check this tube is free of dirt. Check around inside the carrage for hair string etc. Check belt for breaks and swelling in the rubber pull ont roller bar and check the end caps on the roller can spin freely. If not pull off the end caps these will be very tight and wash out all dirt and fluff, dry thourley and lubricate centre pin and end caps inside the roller with baby oil or wd-40. replace roller bar and belt, turn roller bar twice slowly to centralise the belt, replace bottom panel making sure that the clips on front are sitting in their holes. fastern the plastic screws and leave two hours before usage

I don't know what brand of vacuum you have, but the belts on most vacuums should be changed approx. once a year. The belt can look fine, but is stretched and won't have the necessary tension to turn the roller. It is possible that the roller is in need of servicing. If the bearings in the roller are fouled with dirt and hair, they will not turn properly and a new belt will not solve your problem. Take the roller out of the machine and turn the end caps by hand. They should turn freely. Once you've determined that the roller is o.k., install a new belt, turn the roller by hand to make sure that nothing is jammed and then try the machine again.
