Look at the back of the fridge where water line connected and you should see a water pump which is most of the time goes bad .Just buy a new one and replaced and you should be fine
SOURCE: Water does not come out of dispenser
CALCIUM BUILT UP OR THE LINE IS BEING PINCHED BY SOMETHING
SOURCE: Monogram water flow problem
common low flow is a kinked line or a bad water valve, the solioid valve has a filter that may be dirty. then go from there
SOURCE: water from the in the door water dispenser
disconnect the line to the water dispenser at
the water inlet valve on the back where the water supply comes in and try the
dispenser. If it comes out good here Your water line could
be frozen in the door. You can disconnect the line under the unit before it
goes into the door at the bottom hinge. Push the dispenser button and see if it
comes out there. If it does leave the door open
till it thaws.
A strainer before the inlet valve can also get stopped up restricting flow.

NOT ENOUGH WATER PRESSURE AT WATERLINE OR WATER VALVE IS BAD AND NEEDS REPLACED
SOURCE: GE WATER DISPENSER RUNS SLOW AND GIVE WARM WATER
With the refrig , you should have gotten a small bypass piece which fits in place of the inside filter . Install this to see if the filter is good or not . Water faster , replace filter , still slow , possible water valve problem . Also use a connector usually a 1/4 x 1/4 compression fitting , to bypass the outside filter for test purposes only .
