Hello, this possibly isn't a weather issue. All the voice combinations are stored locally on the local memory so their is no voice transmitted to GPS as in case of cell phone.
The issue is 'Text-to-speech' technology. Through in-built modules, it trys mimicing reading the english text as human's do and the sound is sometimes not natural. Its recognized as 'stuttering'
To isolate the issue, you can just select other language in the settings that is not TTS. It won't read the street names for you but you should receive a clean voice such as 'Take a left turn in 300 feet'
If you haven't registered your unit with Garmin, I suggest do it now at garmin.com. Then try for getting a latest software fix at the following location
