Battery will not charge while the computer is turned on with AC adapter connected. It will only charge when PC is turned off and then only intermittenly.
Have a Toshiba M35series laptop. Same problem. With AC connected battery will only discharge and will eventually discharge completely. If I turn off the PC or put it in hibernation it will charge, but only intermittently. Swapped out the power supply thinking it might be the connector but the new supply had the same issues as the old one. Thought about taking the battery out completely to see if it will run on AC only but have not tried this yet. Battery seems to discharge fine once it has been charged so I have tentatively ruled that out as the problem.

when the computer is turned off, the AC adapter charges a completely discharged battery to 80 percent in about 1 hour and to 100 percent in approximately 2 hours. Charge time is longer with the computer turned on. You can leave the battery in the computer for as long as you like. The battery's internal circuitry prevents the battery from overcharging.
So About 2 to 3 hrs
When you connect the computer to an electrical outlet or install a battery while the computer is connected to an electrical outlet, the computer checks the battery charge and temperature. If necessary, the AC adapter then charges the battery and maintains the battery charge.
If the battery is hot from being used in your computer or being in a hot environment, the battery may not charge when you connect the computer to an electrical outlet.

When new computer is used for first time, the white LED light for the AC power connector blinks.
Battery is still in "Shipping Mode", the light continues to blink even when AC power is connected.
To resolve, turn off notebook, connect AC power and allow battery to charge for at least 30 minutes, then start computer.
1. Remove the battery and the ac adapter from the laptop computer. Press the power button for about 10 seconds. This will discharge thee flea power from the laptop.
2. Connect the battery and the ac adapter. Charge the computer for about 30 mins then try to turn the computer on.
If this does not work, try to turn the computer on with only the AC adapter connected. If this works then it time to replace the battery.

the notebook and try to start the computer. If you own or have access to
more than one notebook, verify that you are using the adapter which
belongs to the notebook.
Using a power adapter that does not meet the power
requirements or has the wrong type of connector may damage the computer.
On newer notebook models, connecting the wrong adapter to the notebook
may cause the power LED lights to blink but not power the computer.
Remove the battery and boot on AC power only
A discharged or defective battery may
prevent the AC adapter from supplying enough power to start the
computer. To verify that power from the AC adapter is available for PC;
remove the battery, connect AC power adapter, and press power button. If
available, try using a different AC adapter, that is rated for the PC,
and repeat this test.
If LEDS do not glow and the fan or hard drive do not spin, AC adapter may need to be replaced.
If LEDs glow and PC boots, the battery may need to be replaced.
Remove the AC adapter and boot on battery power only
A defective AC adapter may not charge the
battery and prevent the computer from booting on battery power only. To
verify battery power available for the PC; connect AC power adapter,
allow battery to charge for 30 minutes or more, disconnect the power
adapter and press power button. If available, try using a fully charged
battery, of the same type, from another computer and repeat this test.
If LEDS do not glow and the fan or hard drive do not spin, battery may need to be replaced.
If tests of both the battery and the AC adapter fail, there may be a problem with system board requiring service by HP.
If LEDs glow and PC boots, the AC adapter may need to be replaced.

plug in new Ac adapter and cord - recharge battery - if orange light stays on after 4-6 hours of charging battery, you need new battery as well - replace battery, charge it up and it should be fine

The amber charge light blinks while the battery is recharging and turns solid (nonblinking) when the battery is fully charged.There are stabilizers located in the universal desktop cradle that assist in aligning the unit when there is no expansion pack attached. When placing the HP iPAQ Pocket PC with an expansion pack attached into the universal desktop cradle, the stabilizers will be pushed down by the expansion pack. Charge the HP iPAQ Pocket PC using the optional USB Autosync cable by connecting the Autosync cable to the HP Pocket PC and the personal computer. The HP Pocket PC will be charged using power from the personal computer.

The HP iPAQ Pocket PC will not turn on if the battery has a low charge (less than 3.2 Volts). Fully charge the battery prior to using the HP Pocket PC.
If the charge on the battery goes below the 3.2 Volts as a result of not being connected to the universal desktop cradle or the AC adapter, no damage will occur to the battery. However, the HP iPAQ Pocket PC charge indicator light will not flash until the battery reaches the minimum charge of 3.2 Volts and a normal reset is performed.
Follow these steps to charge and reset the HP iPAQ Pocket PC:
Connect the HP iPAQ Pocket PC to an A/C power supply.
Charge the battery to the minimum level of 3.2 Volts (this will take 5 to 30 minutes depending on the current charge level).
Perform a normal reset by using the stylus to lightly press the Reset button on the bottom of the HP iPAQ Pocket PC.
Turn on the HP iPAQ Pocket PC.
Keep the HP iPAQ Pocket PC connected to the universal desktop cradle or AC adapter when it is not in use.
Some laptops will not power up with a completely discharged or faulty battery. Remove the battery from the laptop, plug in the power cord and try to boot the system. If the system boots, your battery needs to be replaced. Replace your battery as soon as you can, it's not a good idea to run the laptop for extended periods with an open battery bay.

Total Power Failure When Using a Battery If an AC adapter is not connected to your computer, the computer's power source is a battery. If the battery indicator flashes amber or is a steady amber, the battery needs to be charged. If the battery is flashing green and amber, the battery may be defective. To troubleshoot this problem, use the following procedure. 1. Turn off the computer and peripherals, and disconnect them from AC power. 2. Reseat each installed battery by removing it and then replacing it. 3. Turn on the computer. Does the green power indicator light up? Allow one minute for the computer to initialize its components before checking for signs of power. Yes. Continue to step 4. No. Use the AC adapter to connect your computer to AC power. If the computer operates normally when using AC power, go to step 7. If the computer does not boot when using the AC adapter, see the previous subsection, "Total Power Failure When Using the AC Adapter." 4. Does the battery indicator flash amber or show a a steady amber light? Yes. The battery needs to be charged. Go step 5. No. Go to step 7. 5. Disconnect the computer from AC power. Is the the battery indicator still flashing amber? Yes. You may have a defective battery. Continue to step 9. No. The problem is resolved. 9. Remove the battery, and press its test button. Is the uppermost indicator in the charge gauge of the battery flashing? Yes. You have a defective battery. Continue to step 9. No. The problem is resolved. 10. If a spare battery is available, fully charge it, and then install it in the computer. 11. Turn on the computer. Is the power indicator off? Yes. Your original battery is defective
Regarding the issue you are having there are 3 possible problem here. It's either the ac adapter, the battery and the motherboard of your system.
To determine the cause of the problem you may try the following steps below.
1. Try turning on your system using the ac adapter only afterwards try using the battery.
2. Try connecting the ac adapter to a different power outlet and check if that could cause a problem as well
2. If the system works with both component then it could be an issue with the system board. If this the case you might need to call your computer manufacturer and check the latest version of BIOS you have. check also if the system is under warranty for part replacement.
