There is nothing to be done except replacing with a new one. Hence do not waste time behind it. As the liquid from the LCD has already leaked inside and it spreads to other parts of the screen also over time.
The problem is in the inverter board which powers the back lights behind the screen. The cause is bad capacitors that sometimes bulge at the top indicating they are open. The board needs to be changed or an attempt made to repair the old one. Now you indicated a second problem with the menu not coming up, you probably would be further ahead to replace the monitor.
hi, most monitors have between 4 buttons or 8 to udjust picture. the 4 button MENU, PLUS, MINUS, OFF. when the menu button is pushed the screen will show a list of COLOUR, BRIGHTNESS, CONTRAST, etc,etc the plus is pressed to change the COLOUR, BRIGHTNESS, etc,etc. if you need to change the SCREEN setting BECAUSE THE ICONS ARE TOO BIG click on START go up list to CONTROL PANEL go to DISPLAY click on this and go to SETTINGS click on this and on the left. change to 1024 by 768 SCREEN SIZE (COLOUR 256). press APPLY wait press OK. gerry
you may have to disable the POWER SAVING MODE by using the monitor's menu settings(see front buttons, on older models they're hidden behind a click-panel in the front of the monitor) it is the same menu you would use for adjusting the monitor's brightness etc.)
If you still face the problem, do hook it up to another PC and boot up. Try using the PC with another monitor as well, just to double-check the video card is ok.

The problem of OSD Menus popping up automatically are usually caused due to a faulty switch in the Menu button which is getting switched on automatically.
This menu will not harm the computer but constant OSD menu will most probably lead to permanent damage to the pixels in the LCD screen plus it is a constant irritation to your eyes which are most precious.
This problem can be rectified by replacing the faulty menu switch. Hope this solves your problem Thanks.

Hope this helps; If you can control this before, ask for asisstance in opening monitor chassis with certified technician due to High Voltage Shock risk. Resolder the menu buttons and the control circuits. Resolder also SMPS module driving voltage to control circuit.
