Hope this will helped you fixing the time of your Citezen divers watch. Just foolow the instruction below.
Change your Citizen watch's time zone without actually moving the clock hands. On the digital display, change the city that displays on the watch, which sets the time to the different time zone. The Citizen also has a calendar, timer, chronograph and LED lights. Since it is an Eco Drive watch, it is solar powered so you never have to replace the batteries unless its backup power source dies. Difficulty: Easy
Instructions
Pull the setting knob (crown) out one "tick" for setting mode.
Set the mode hand to "WT-S."
Pull the crown out one more "tick."
Press the top button on the right side of the watch for the city setting mode.
Press the lower button on the right side to "SET" the city.
Turn the crown to select a different city, which changes the time zone.
Push the crown all the way back in to finish setting the time.
mcdevito75 here, I would try a new battery even, if you just changed the battery, batteries have a shelf life also, you may have bought an old battery unknown to anyone. Look for a small watch repair shop in your area before you send the watch in, if you don"t do your own watch work.

Being able to tap it and bring it back is a sure sign that there is a contact problem most likely in the circuit board. This is the worst case scenario. I would try going to a watch maker/technician to see of having the watch AC'd or reset fixes the problem. If not then I would have them look at the circuit board/movement. This may have been damaged during battery placement from too much pressure.
If you have trouble finding a qualified watch maker/technician you can go to Citizen.com to look up their service center or an authorized service center near you.
