A couple of things to try.
1) Go into your BIOS and ensure that the webcam isn't somehow turned off in the BIOS.
2) Go into Device Manager in Windows, find the webcam. Right click on it and remove it. Then reboot the computer and let Windows find it, and reinstall the drivers again.
3) You may also want to reinstall the Toshiba specific drivers and software which likely includes drivers for the webcam. You may have a CD that came with the laptop, otherwise you can go to

THAT HAPPENED TO ME! And now it just won't come back! every time I open Play Camera it says 'there is an invalid argument' so i got a new webcam and it doesnt register. I tried uninstalling and reinstalling play camera but it just doesn't work at all! STRESSFUL -.-
Toshiba is very good about placing original software for their laptops on their support website. Go there enter the appropriate make/model and follow the steps supplied to download and install the required software
ya vista have some problems go to your internet option and download manually the latest update of your webcam .this may be a problem because u are using latest version of yahoo but your web cam do not support it or either add xp also in ur laptop.
If you are trying to use live messenger 8 you may have to use the set up utility. Open Messenger, show menu, tools, audio and video set up. Checks webcam, mic and speakers. If it says webcam is being used by another application, check the taskbar. If there is a webcam icon there, right click and close. Hope this helps.
I don't know what exactly fixed the problem but I managed to fix it. I'm using a Toshiba Satellite A215 by the way.
Here's what I did
Control Panel >> System Maintenance >> Device Manager
Go to Imaging Devices and right-click "Chicony USB 2.0 Camera" and choose "Update Driver Software"
First I clicked on "Search automatically for updated driver software"
but everything was already up to date. So then I went to "Browse my
Computer for Driver Software" and then to "Let Me Pick from a List". I
updated the USB Video Device and rebooted but that only made it worse I
think. Then I tried updating one of the "Chicony USB 2.0 Camera"'s and
that did the trick. Yey. So now my webcam works.
