I have Dell Optiplex GX270 with DVD/DCRW drive and it won't burn CD's and now today it won't open. I used the old straight pin to open it to get the CD out.
Drive is more than likely fried. It's not uncommon to have DVD/CDRW drives or any burning drive go bad especially if you use it frequently. Check www.newegg.com for a replacement they shouldn't be more than 30 dollars for a decent model now.

make sure both the discs and the lens of the cd drive are very clean alot of the time any damage to either will make reading blank discs a chore for any computer
if the CD's were written in a UDF format, then you'll need the same program on the Optiplex, or one that reads UDF format (Roxio Direct CD, Nero InCD etc)
If the cds are not in a UDF format, and are readable on the 2300 but not the GX 270 then there may be a tracking issue with one of the drive's alignments.
Here is the link to the service manual for your computer, since we do not know what formfactor the case is, go to the link, pick your case form and look through the manual for case opening instructions. Be sure to save a copy of the manual for yourself for a refernce.
If you can think and look logically, you will be able to replace your current drive with a standard notebook drive, mostly called slimline.
open the case by pressing the two knobs at the side and lift it upwards. The unit clicks out easily, the removal of the flat cable and power connector needs a bit of patience, and you have to unscrew the drive from the bracket after that. I think you can get a drive for some $50,-
