How to Boot Sony Vaio VGN-S460 Laptop without CD/DVD ROM and With bootable USB

If the BIOS does not have the USB as one of the boot options then you cannot boot up with an USB memory stick.
In this case you need to replace the CD/DVD drive with a new one.

My sony vaio vgn fs790 would'nt start up all it does is light up all of the three lights located near the power button and the lights near the battery indicator too, and they stay on. then it...

It sounds like you may be having a video related issue. These issues may indicate that you have a problem with either your video card or your lcd screen. To isolate the issue, you have to connect an external monitor to the VGA port of the portable system. There should be an S2 button on your laptop which should allow you to switch videos. Press that and if the video appears on the monitor, then it is an issue with the LCD screen. If nothing happens, you have a video card failure. These are due for replacement already.

I have a sony vaio vgn nr430e laptop the display goes off as soon as the cpu fan starts rotating

That could be a problem with the heatsink/fan assembly on the processor. It sounds like the processor is starting up, getting warm as they do, the fan starts up but does not cool efficiently enough and forces a shut down due to heat.
Clean out the fan assembly and replace the old heatsink compound on the processor heat sink.
Hope that helps.

My Sony Vaio laptop makes a lot of noise mostly it seems from the fan. This is intermittent but seems to happen when I have had the laptop on for a long time. What might be causing this and is this serious...

Your processor is probably getting too hot. When it gets hot, the fan speed will increase. You will heed to have the processor heat sink checked, cleaned, and new thermal paste applied to it. You will also need to clean your cooling fans if they are dirty.
