pl. check the power supply(SMPS), It can repairable, mostly the electrolytic capacitor for power storage gets damage. Also it may be replaced with a new one.

Does not get installeed on windows 7

Install the printer driver first then the Smart Panel. Do not connect the printer to the pc until told so.
