If you go to the autolock in the menu and enter the code as: 0-7-1-1 TWICE (this is a factory default code) (it will deny it the first time) you can reset the child lock number to whatever you want and regain control of your television. :-) btw... your model # states that you actually have a 27" television.

I opened the TV, but no "switch" on the PCB to do a "reset to factory". ... You almost certainly need the remote, and also the service manual that .... and I was able to get into the menu by remote and to disable the Child lock.
Your best bet is to get an original replacement remote. Use the remote
to disable child lock. Also this
Philips is actually an LG product so you may find an LG remote is
cheaper than any other brand. Might be worth keeping an eye on ebay to see if anyone sells a
bare remote control. Have you contacted Philips?
You need to buy a remote for that TV. They're available online for around $39. This site has them in stock, but you can shop around to be sure its a good price. When you receive it, turn on your TV and press menu on the remote and turn off child lock. Click the Remote here:

I am not sure that this is for your tv. But try this and see if this works, Switch set on, press menu, select feature and press enter, select parental lock and press enter, then enter the code 0, 7, 1, 1 twice, the lock should now have cleared. I hope this will help. Please call magnavox and see if they can verify the code. no very sure about the code but give it shot. Good luck
On those particular Magnavox TV's you have to use the original type of remote to power it back on then un-lock the parental lock. It is a bummer that nothing else will work. Here is a link to purchase a replacement remote..
