There are 1 of 2 possibilities for this. The board mounted to the back of the LCD panel at the top of it is call the t-con board if that partially fails you will get the red lines in the picture. The other possibility is the LCD panel itself. Best to have a technician look at the TV to verify which one it is. In some cases the t-con board is not available by itself and at that point the LCD panel has to be replaced. If the TV is out of warranty you will spend less on replacing the TV if the LCD panel needs to be replaced as they run upwards of $2000.00 dollars.
Chances are the LCD panel or the T-Controller is the cause of the problem. The T-Controller is mounted to the back of the LCD Panel and is what takes the information from the Main Board and feeds it to the LCD Panel. Most of these T-Controllers are sold with the LCD panels and are not available for replacement themselves. To be sure though, you can call Toshiba at 1800-631-3811 and check their Parts Department
availability of it. If it is available it would be a lot less to replace it than the LCD Panel. If it is not available, it would not be worth repairing due to cost of the LCD Panel.
