My Canon A430 has developed a problem with Horizontal Lines and bad exposure, much as reported in: "http://www.fixya.com/support/t2811345-horizontal_lines_bad_exposure_in_pics"
However, a UK Canon repair centre has told me there are no recognised faults against the A430 that will be repaired free of charge unless under warranty. They have quoted £89 minimum repair fee (without inspecting the camera).
Yet this fault is repairable free of charge on other models.
Can you advise whom I should contact at Canon to ask for a free repair for what is surely a common design problem?

Tend to agree with you that it's a common design problem for the A430, but it's a very different issue than CCD failure mentioned in you referenced article.
Please see this Fixya post instead of the one that you mention above. Unfortunately, Canon has yet to officially recognize this A430 specific problem. But if you reference this Fixya post, (include a link), when contacting Canon (if in US, email is [email protected]. You'll have to research www.canon.com to find an equivalent UK email contact), who knows you might get lucky
