Frontpage 2003 is not avaialble as a free download. You can still buy it new at around £200, but I do not recommend it, as the coding it produces does not meet modern standards. I would however recommend "Coffecup" , which is FREE and you can very quickly create websites from templates without any HTML knowledge;

There is a Microsoft 2007 version of FP you can get for free here (SharePoint Designer 2007) fully legal :

I use it by my self, it is a part of the Office pack so it install the shortcut in the office folder.
