It sounds like the system is corrupted. What I would do is to get your instal disk and boot up holding down the c key on your keyboard. Once you have booted up go to the file menu and run disk utility to verify and repair the hard drive if necessary. Then go to the instal menu and instal a fresh system remembering to preserve the users data so you do not wipe anything. Hopefully this will work.

Please ignore this instruction I answered the wrong question

It does sound like the battery but as you indicate it could be the adaptor. I would suggest taking it along to your local apple store they are usually only more than delighted to help you out with advice.

If you can't see the charging light with the AC adapter on and can't power up your laptop, your AC adapter should be the problem. You can find this AC adapter from many after-market places if you want it in lower price

Turn on my powerbook G4 but there isn't a chime and nothing comes on the lcd screen

If there's no chime, your problem could be anything from a dead battery or bad AC adapter to a dead logic board.
Does the tip of the adapter on your AC connector light up? If not, that's a problem.
When you push the button on the battery, do you get at least two glowing LCDs? If not, that's a problem.
Otherwise, try the following: remove the battery and the AC jack to make sure the machine is off. Now insert the AC jack, and reset the power management unit by pressing the following multi-key combination:
Shift Control Option Power-button
Wait five seconds, then press the power button to attempt to start the computer normally.
The instructions above are for the 1.5GHz PowerBook G4; the instructions MAY be different if that is not your model.

My mac powerbook is displaying a folder which flashes between a question mark and a icon in the middle of the folder it stays on the grey start up screen and doesnt start up any suggestion???

Your PB can't find the system. Most likely you hard drive is no longer working. To check that this is the case, start up from the discs that came with your computer. You will need to replace the hard drive then re-install the operating system off those discs. I hope you had a backup of your data!

Powerbook g4 going to white screen only!!

Do you have any external harddrive attached to it? If so, remove it before restarting. Try to start it up in safe mode by holding the Shift button down at startup: http://support.apple.com/kb/HT1455
