Hello Chris, unlike the other advice you received here, I would not replace the entire shaver, but would suggest you look closely at the foil screen and cutter blade (cutter block) underneath it.
It is very likely that the foil screen has been damaged and that is what is causing the painful shaving. The cutter block could also have damaged or nicked cutter blades, which is what might have damaged the screen foil and you should replace both the cutter block AND the screen foil at the same time to prevent ruining a new screen foil.
The simplest way to return any electric shaver to a like new performance is to replace both the cutter block and the screen foil at the same time.

Thankfully, that should be many years from now!
