Flash of the blue screen then repeated restart. Shows Windows XP as normal at start up and seems to start normally then it flashes blue screen then it restarts and repeats. Tried letting it sit for a bit to be sure it wasn't heat.

try to run windows f12 boot format it should be runing on f2 this way you can go straight to problem then asked to run windows again after you restart .
Your boot files or windows installation is corrupt.
You may need a windows disc of the same version installed to fix it, if you dont have 1, or a recovery disk, you may be left with no option but to reinstall windows (You may need to buy 1)
You have a "Driver Issue", generally a "Display Driver" but not always, what you need to do is start PC in "Safe Mode" Press F8 at turn-on, and then remove the display adapter from device manager and reboot, windows will then install a"Generic" driver and ya should be able to get to desktop to get the correct driver, and install. Sometimes it is faulty components too. But it seems ya may be past this point seeing as ya tried to re-install XP on it again... not the best way to handle it, but of course ya didn't know that.
However since ya have tried a setup ya may be in a bit of trouble. I think maybe ya only option is to Format the drive... and totally reinstall Windows XP. (Or ya just gonna have endless trouble). Use the DVD that came with ya PC and reinstall it.
The blue screen of death is incredibly frustrating. Windows
gives you an option called Safe Mode for whenever there is an internal
Windows problem on your PC that needs to be resolved such as the blue
screen of death or the display driver setting resolution is so low that
you cannot navigate through Windows to alter the settings to a higher
resolution. Safe mode allows the user to fix problems without these
problems loading up.

Reboot
your PC. If you can't restart normally by going to the start up menu,
then hold in the power button for a few minutes. If you need to enter
safe mode but can restart normally, do so.
Step 2
After the hard drive
mounts but BEFORE Windows starts to load, Press the F8 key repeatedly
on your keyboard. If you do not get the menu with the safe mode option,
then you did not begin tapping F8 soon enough. Try again.
Step 3
There
will be a menu that will appear. Select Safe Mode. Once you are in safe
mode, you can fix what needs to be fixed without the problems loading
up on your machine.
Reboot into Safe Mode by repeatingly tapping on F8 while in process of rebooting and then select "last known good configuration". If that fails reboot again to safe mode and select safe mode with command prompt and in the command prompt type "chkdsk /f /r " <enter>
If that doesnt work do place your Windows CD into the Cd-Rom, reboot and select option "Repair"

Restart your computer--> black screen--> after the Bios check (is always the 1st step)--> start pressing the F8 key repeatedly--> Windows boot menu will apear--> use the arrows--> Safe mode
It will look different from you normal Windows (don't worry about this)--> Install your program--> restart your computer normally
