Replace the cord. Cords get internal breaks by the handle or boot because that's where they have the most bending movement. The wires break inside where you can't see them. When you wiggle the cord the connection is remade, usually with a spark hot enough to hold them together for a short time. When the saw turns off and the cord moves again the weak point breaks again. You can test this by pluggin in the cord and checking for voltage where the cord attaches to the switch.
If you can wiggle the cord and make the pool cleaner work, it sounds like an electrical problem. If this is the case, you need to have it serviced by a professional. Find a looooong straight area and, starting from the Aquabot, hold the cord straight and straighten it out by letting the cord twist so it isn't all gnarled and twisted - move down the cord, always keeping one hand firmly on the end of the cord closest to the machine (to prevent it from re-twisting). You'll find that the cord will spin like a top as you get closer to the end. Once untangled, pull down on the metal rings under each end of the top floating handle (may require a pull and a slap against the handle). MAKE SURE THE HANDLE IS LOCKED IN A DIAGONAL POSITION.

This can happen if you have an intermittent short in your cord. Try plugging it in and then wiggling the cord around where it goes into the body of the vacuum with the switch set to "on." (If you're not sure whether it's on or off, just click it back and forth occasionally.)
If the motor kicks on there's a short, which usually requires a cord replacement. If that's the case, it's a relatively simple fix for most dyson models.
