Take the bottom off (Just break it after you get the two normal screws out), find the white wire from the element, bridge the offending fuse located under the special insulation, with a piece of wire, if you cant replace it, re assemble, and steam away. If the lack of that fuse worries you, don't do this, just pitch it.

Try Bissel .com, maybe you can download a manual from there. But if it just quit, the cord maybe bad. Alot of times if you unplug the cord by pulling on the cord rater then the plug, you cause the wire to eventaully break. That would be the first thing I would check. ( I am assuming that your vac just went completely dead.)

You didn't mention brand or model #, but try going to the manufactures web site and see if they offer manual downloads.
