Check that ALL of the covers / doors are closed completely. If they are not closed completely and securely, the safety switch will not close and the printer will not work - and displays the error. open the rear panel, check all path is clear. close the rear panel, mkae sure that the sides of the rea panel is locked in place. there is micro switch that detect the door panel. if the door is close correctly the micro switch os actived then you will get the error.

Your Samsung ML-3561ND looks to be an HP Laserjet 4000-series printer. Same engine, different electronic. The fuser is in the rear of the machine, and may be relating to the drop-down rear panel where you clear paper jams.
