The agitator dogs are found under the top half of the agitator. take out the agiator and you will see 4 cream colored pieces of nylon, these are the dogs and they wear down and the agitator will not move. you do not need any kind of tool to change them.

Dual action kenmore 70 series washer need to remove agitator

First, see the Sears parts site for your washer:
http://www.searspartsdirect.com/partsdirect/index.action

Enter your model number (###.######) and you'll see a list of major sub-components with diagrams and parts.

It sounds as if your "Agitator Dogs" are damaged or broken. These are plastic pieces that allow the top agitator to turn only one way.

Please see the following for how to access and replace them if necessary.

http://www.american-appliance.com/catalog/newsdesk_info.php?newsPath=16&newsdesk_id=136&osCsid=39649e541343127154c647348d1156d9

Basically,

1. Remove the fabric softener dispenser.

2. Using a short flat blade screwdriver, remove the cap.

3. You may see a 1/2" square plastic nut.

I've used a 1/2" extension for a socket set to remove the nut.

4. Pull the top agitator off and turn it over carefully.

You should see the agitator dogs (per the illustrations).

Replace them if necessary and re-mount the agitator, tighten the bolt carefully, put the cap and fabric softener dispenser back on and the top part of the agitator should only turn one way.

70 Series Kenmore washer spins but little to none agitation

An impact wrench works well. Another, is to place a box-end wrench on it and using a light plastic head hammer, tap the wrench end firmly in CCW direction while someone holds the cone with adjustable pliers, small pipe wrench, or strap wrench.

Kenmore 70 series barely agitates and makes a clicking sound

What u have just described are failed agitator pawls/dogs, relatively easy fix. The repair comes as a kit. Most appliance repair houses will have the kit, if not www.searspartsdirect.com will have them

Kenmore Top Load Washer Series 70

NO,your transmission is probably ok!! Inside your top end of agitator are these 4 plastic parts called "dogs" they need to be replaced. To be 100% sure ,do this first,Fill upthe machine on small load and while its washing look to see if the bottom end of agitator is moving back and forth ,if it is replace the dogs.In some machines you have to change the upper part of agitator. If the agitator is not turning at the bottom than, remove the top of agitator cover so you can get a extended half inch socket in to it and pull the agitator up and check the transmission splines. If they are smooth and cannot grab the agitator than your trans, is bad.
