You can try a laser cleaning kit to see if that will help, generally when the laser gets to that point it is time to replace the laser pickup assembly or just replace the whole unit due to cost over runs in repair.
make sure the unit is hooked to the antenna correctly. This unit will not play the radio and will disable the static noise on the radio. So ensure the antenna is properly hooked in. So let me know if that it is properly hooked up and we can figure out where to go from there.

After turning your car off for about an hour or so, the cd player is supposed to reset itself enabling you to retrieve your cd's. Attribute this to having utilized burned cd's.
What your machine is doing is... whenever the unit is powered on or off the cd player resets itself and the clanking you hear is the cd changer resetting itself. The plastic trays of the cd player are driven by plastic gears. These gears are noisy when new, after a few years, they can make quite a clanking noise. Most cd changers of this age have similar mechanisms and this type of noise is inherent in their operation.
I'm afraid the only solution is to replace the unit. Opening the unit to lubricate the gears may cause more problems than it may solve, so I would not recommend it.
