I don't believe there is a belt, check the brush block and make sure that the shaft isn't broken off, if ok, then the turbine is bad and will have to be replaced.

I would suggest taking the brush bearings at each end off and clean any lint or hair that might be in the ends of the brush. If you have regular ball bearings on your brush, you might need to replace the brush roller if the bearings themselves are tight. Hope this helps!
Hi! The brush-roll feature needs to be engaged for the belt to tighten, so when checking the belt it will appear to be loose. Be sure you have replaced both belts on the vacuum with genuine Hoover parts. This unit takes belt 38528034 and 38528035. Also, make sure the vacuum is on carpet mode. Remove the bottom cover and replace the broken drive belt. Check that the brush will rotate freely--likely everything is jammed with hair and dust. The brush assembly should just lift out of the case and the end bearings will pull off. The brush needs to be removed to install a new belt anyway. There should be a diagram that shows how to install the belt (it has a half-turn twist).
