The issue with the Hotpoint Aquarius WDL540 Washer/Dryer tripping the electricity during the fast spin cycle could be due to several factors. Here are some steps you can take to try to resolve the issue:
Check the drum balance: Make sure the load is evenly balanced in the drum. If the load is unbalanced, it can cause the drum to spin unevenly, which could trip the electricity.
Check the motor: If the motor is not functioning properly, it could cause the machine to trip the electricity during the fast spin cycle.
Check the belt: If the belt is loose or damaged, it could cause the drum to spin unevenly, which could trip the electricity.
Check the suspension: If the suspension is worn or damaged, it could cause the drum to spin unevenly, which could trip the electricity.
Check the wiring: If the wiring is damaged or frayed, it could cause a short circuit, which could trip the electricity.
If you're unable to resolve the issue with the above steps, it's possible that the machine may need to be repaired. In this case, you may want to consider contacting Hotpoint customer support for information on repair options.

This tells me that you do not have an overload situation. There is a short, and/or one or more faulty breakers possibly including the main breaker.
Even an experienced DIY'er with electrical knowledge would probably contact an electrician at this point. If there is a potential problem with the main breaker then it is best to get professional help.
take out the plug
remove the motor
now clean it ??
check the brushes or replace them if worn
or if you do not do this a new motor will be needed
as the motor safety switch will get blown
Sounds like short or Electrical leakage,,locate and disconnect the heating element then try this goes faulty now and then....Machine should then run /spin fill ...if so fit new heater
Could be worn brushes in the motor causing the problem I would remove the moter and check the brushes, replace if less than 4 or 5mm long, and clean the armature at the same time.
if it keep triping the power supply at the mains box there is a serous short in the washer, get it looked at fast before it bites you, if the trip ever fales the washer will become the killer in your kitchen
If it is tripping the breaker, the first question that has to be asked is how many other appliances do you have on the same circuit. When the washer goes to spin it will start to draw slightly more electricity than once its at a full spin(much like the energy needed to get a car moving is greater than once it is up to speed), but it is not enough to trip the circuit unless there the circuit is already near capacity.
Before attempting to check electric of the washer, check and remove items from the circuit. To know what circuit runs your washer you will need to take a pigtail or a radio and plug it into the outlet Go to circuit breaker box and turn on and off circuits until the radio goes out.. Once you acertain what circuit your washer is own, go throughout the house and see what circuts are shared with the washer. Unplug any that are shared with washer. Your Hotpoint needs no more than 15 amps to run but if your overloaded on the circuit, the spin is enough for it to trip the circuit. Try washer and see if you go through the full cycle.
You said, During final spin/rinse a vibrating/buzzing noise begins behind the
from panel and which appears to be coming from just to the right of the
soap drawer. After a few seconds, either the trip throws on the
household consumer unit, or on one occasion, the fuse in the mains plug
blew as well. Have noticed (don't know if connected) that soap drawer is
often found containing water after machine is finished.
1.The soap dish needs to be cleaned out, holes clogged. The instructions for this process is in the user guide and I'll paste the site below for you in case you do not have it available to you. 2.The noise sounds like a short or electrical problem starting. For this you will need a hands on diagnoses. TRY doing the soap drawer first to be sure that it is not the culprit! The book can be found here and the drawer info on page 12:
