Yes. If you have 2 telephone-lines, then each modem can simultaneously be used.
If you have just 1 telephone line, and multiple wall-outlet jacks, you'll have to "coordinate" the dial-up usage -- when the first computer is connected via the modem, the second computer's modem will get a "busy" signal.
