How do you remove scratches on a black flattop stove?

The clock runs on 110 volts and the oven at 220 volts. If the cook top is on, the issue is in the stove. Best left to a qualified technician.
If the cooktop is also not functioning, check the breaker.

There is this white stuff sold for glass-top stoves. I presume it is good old iron cleaner, a very mild cleaner/polish. Also consider toothpaste.

not much, kenmores only use 2 layers of glass and they are known for poor self cleaning. I would stop self cleaning this unit and only clean by hand. I have had fire issues with then due to poor insulation

Most ranges have a cover over the bulb compartment that can be removed rather easily . Remove the cover and unscrew the bulb. You need to check the watt and replace with same size bulb that you can get locally at most hardware stores. thanks

use caustic soda power mixed with water and wallpater paste so its a thin jelly . apply with a brush and leave over night . rince with warm water on a clean cloth. use rubber gloves and glasses for protection
500g caustic powder
2 pints water
add wallpaper paste powder little at a time till jelly like

You could try automotive buffing compounds. Make sure to follow the directions on the package.
I have heard of people using fridge/stove touch up paints as well,though I have never tried this.

Go to your local parts store and see if they have black brush on paint for appliances. This will color the chip/scratches and make them less noticable.
