Why would you want to change it?
When one FAX connects to another FAX, they "negotiate" the speed and capabilities, so as to guarantee a successful data-transfer.
As they negotiate, you may hear the "squawking" soon after the other FAX picks-up the call.

The fax is not picking up on the other end when I fax to someone. I have come across this problem before. Usually if I change the fax speed it fixes this problem.
