The mechanical section which consists of the tape cartridge and VHS-C tape plain has a timing misalignment. Check the inside for possible obstructions of the tape guides not fully sending the tape to the heads - sometimes it gets stuck. It will likely need to be taken apart to resolve the issue.
I solved the problem! Open the video cassette door. Look closely at the gear mechanism and see if there is any small debris in the gears. If not, using a magnifying glass and a paper clip(must stretch it out and use the tip) gently move each gear(gently). I had my unit ON. Once I moved the gear it became unstuck and ejected Mini DV cassette. I then re-inserted the cassette and it worked. The dreaded SAFEGAURD MODE message was gone and it is as good as new.
I had this same issue and it was driving me crazy. If you do not turn the camcorder on and hold the eject button, when it is trying to eject tap right in the middle of the tape (next to the eject button) I had to do this twice before it opened but it worked. It tends to tighten the tape up and reset that error code message it is receiving internally.
